摘　　要：海外矿产资源开发面临着很多风险和挑战,影响因素也十分复杂,对投资区域的投资环境评价是海外矿产资源开发投资前所必须做的重要准备。以铁矿为例,对海外矿产资源开发投资环境进行评价。首先,分析了影响铁矿资源开发投资环境的主要因素,并对影响因素进行了识别;其次,根据影响因素识别构建了评价指标体系,应用德尔菲法确定了指标权重;第三,对评价指标进行了分级,建立了常权评价模型和变权评价模型;最后,对14个铁矿资源丰富的国家投资环境进行了评价。评价结果表明:所建立的模型具有较好的理论和实际意义,可以为我国矿业企业海外投资提供参考。Overseas mineral resources development faces many risks and challenges,with complex impact factors,which reflects the importance of investment environment assessment for the preparation of overseas mineral resource development.This paper evaluated the investment environment of overseas iron ore development.Firstly,main factors influencing on the investment environment of overseas iron ore development were analyzed and identified.On this basis,an assessment index system was established,and the weight of each index was determined by Delphi technique.Thirdly,these evaluation indexes were classified,then a model based on constant weight and another model based on variableweight were built.At last,the investment environment of 14 countries with rich iron ore resource were evaluated.The evaluated results proved theoretic and practical values in this model,which provided important reference of overseas investment for mining enterprises in China.
