国有林场森林资源管理条件评价——以福建省将乐国有林场为例

摘　　要：管理条件是国有林场进行森林资源管理的前提或制度基础。本研究从人力资源、基础设施与信息化水平、投资情况、制度建设等4个方面入手,建立国有林场森林资源管理条件的评价指标体系;以福建省将乐国有林场为例,采用层次分析法和距离函数对国有林场森林资源管理的条件进行评价;评价结果显示将乐国有林场森林资源管理条件处于较好水平,制度建设和基础设施及信息化水平要好于人力资源及投资情况。评价结果也显示出将乐国有林场森林资源管理条件比较薄弱的方面,在此基础上本研究提出了相关的建议。A set of indicators has been developed for assessing forest management conditions of state-owned forest farm from four aspects such as human resources, infrastructure and information level, investment and institutional improvement. Jiangle State-owned Forest Farm in Fujian Province was taken as the example, and the assessments were conducted of forest management conditions of state-owned forest farm by means of analytic hierarchy process and distance function; The results show that the management performance of the farm was good, the institutional improvement and infrastructure and information levels were better than human resources and investment. Assessment results also show that there were some relative weaknesses in forest resources management conditions of Jiangle State-owned Forest Farm. On this basis, some related suggestions are put forward.
