县域生态文明建设指标体系初探——以湖南省衡阳市为例

摘　　要：当前国内生态文明建设指标体系构建侧重于生态环境建设,而在经济发展、文化建设、民生改善、社会保障等方面考虑不够深入。构建县域生态文明建设指标体系应坚持系统性与代表性相结合、科学性与规范性相结合、整体性与独立性相结合、定性化与定量化相结合、导向性与创新性相结合、可操作性与可比性相结合等六项基本原则。基于此,笔者初步研究并构建了衡阳市的县域生态文明建设指标体系。该指标体系分为三级,包括生态经济文明、生态环境文明、生态社会文明、生态精神文明、生态制度文明等5个一级指标,经济增长状况、绿色发展模式等11个二级指标,人均GDP、第三产业增加值占GDP的比重等46个三级指标。旨在为衡阳市的县域生态文明建设提供标准和依据,同时为衡阳市委、市政府以及相关县委、县政府科学决策与工作部署提供参考和借鉴。At present, domestic ecological civilization construction index system focuses on ecological environment construction, a lot of aspects such as economic development, cultural construction, people＇s livelihood improvement, and social security haven＇t been fully taken into consideration. Establishment of ecological civilization construction index system at county level should adhere to six basic principles of combination of systematicness and representativeness, scientificity and specification, wholeness and independence, qualitativeness and quantitativeness, guidance and innovativeness, operability and comparability. On the basis of this, ecological civilization construction index system at county level in Hengyang city was constructed preliminarily. The study indicates that ecological civilization construction index system at county level in Hengyang city can be divided into three levels including 5 primary indicators, 11 secondary indicators and 46 tertiary indicators, of which 5 primary indicators include ecological economic civilization, ecological environment civilization, ecological society civilization, ecological spirit civilization and ecological system civilization, providing standard and basis for ecological civilization construction at county level in Hengyang city, providing reference and experience for scientific decision-making and work deployment of Hengyang municipal Party committee and government, related county Party committees and governments.
