摘　　要：利用2003～2012年29个省（区、市）的面板数据,分析我国软件产业发展的状况以及软件产业发展趋势。结果表明：我国软件产业存在明显地区差异性,政府制定优惠补贴的产业政策对软件产业的推动已经弱化。政府政策的制定应充分发挥市场在资源配置中的决定性作用,创造公平的市场竞争环境,完善产业基础设施建设。软件产业的发展要依靠以中小企业为主要力量的发展模式,倡导以校企合作方式培养适合市场需要的软件人才,鼓励海外优秀的技术与管理型复合人才回国创业,关注地区间的公平性以提高地区间竞争力,立足国内市场需求并努力承接服务外包业务。We utilize data of 29 provinces from year 2003 to 2012 to build a panel data model, aiming at revealing the development situation and trend of software industry. The empirical analysis concludes that, regional differences significantly exist in software industry; governmental promotion from preferential subsidies has weakened; full play should be given to the decisive role of market in allocating resources, a fair competitive market environment created, and industrial fundamental infrastructure perfected; the development of the software industry relies on the small and medium-sized enterprises as the main force, advocates market-oriented talents from school- or university- cooperation enterprises, encourages overseas hi-tech and excellent management talents to venture home, concerns on regional fairness and competitiveness, and leads us to pursue domestic market needs and service outsourcing both.
