成都市医师多点执业政策实施现状与建议

摘　　要：目的以成都市为例探讨医师多点执业政策实施现状,提出对策建议。方法问卷调查法、统计分析法。结果 83.1%的医师赞成多点执业;30.9%的人认为多点执业前景乐观,26.5%的人认为不乐观,其余认为前景不明。医师多点执业政策仍推行困难,原因是现阶段多点执业政策与我国现行相关法规政策、体制、人事制度、医院管理水平等方面均有冲突。结论政府应完善相关配套政策与保障措施,放松对医师执业地点、职称和流向的限制,明确责任分担机制,推行医疗责任保险;加强引导,推进行业自律;引导医疗资源纵向一体化,推动医联体建设。Objective： To discuss the current situation of multi-spot medical practice policy implementation and put forw ard countermeasures and suggestions. Method： Questionnaires of investigation and statistics w ere utilized. Result：83. 1% doctors favor multi-spot practice,30. 9% of them think it has the bright future,26. 5% think it dim and the others are uncertain. The promotion of policies for multi-spot practice is difficult and the causes are multi-spot policy at present stage crashes w ith the current implementation of law s,regulations,system,personnel system,the management level of hospital,etc. Conclusion： Our government should improve the relevant policies and guaranteeing measures,loosen the restrictions on practice spots,professional titles,and transfer,clarify the sharing mechanism,promote medical responsibility insurance,strengthen guidance,improve self-regulation,direct the vertical integration of medical resources and promote the construction of medical union.
