摘　　要：图书馆法是图书馆事业健康、有序发展的有效法律保障。俄罗斯已形成相对完善的图书馆法律体系,我国的图书馆法制建设历经曲折,至今尚未出台国家性质的图书馆法。从中俄两国图书馆立法的历史沿革、国家图书馆法的基本内容、地方性图书馆法规方面对中俄两国图书馆立法进行比较,可为我国图书馆法治建设提供借鉴和参考。The library law is the effective legal guarantee for the healthy and orderly development of the library cause. Russia has formed the retatively perfect legal system of the library, the legal construction of the library in our country has experienced ups and downs, has not yet issued the library law of the national nature. Comparison of the library legislation in China and Russia from aspects of the historical evolution of the library legislation, the basic content of the national library law and local library regulations, it could provide a reference for the construction of the library law in China.
