摘  要:全球范围内的人才竞争越来越激烈,企业对人才竞争战略也越来越重视。而科学进行人才竞争战略决策的前提是对企业人才竞争力的准确衡量,此问题可通过构建人才竞争战略的竞争力评价指标体系得到解决。因此在深入剖析人才竞争战略实质的基础上,提出人才竞争战略的效果可分为动作性影响和非动作性影响两类的观点;并以人才需要为切入点,通过对人才择业、离职因素及最佳雇主评选等文献的分析,确认了人才竞争战略的竞争力评价初选指标体系,运用层次分析法确定各指标的权重,依据权重进行指标筛选,从而构建了人才竞争战略的竞争力评价指标体系。此指标体系的构建,为人才竞争战略的评价及其竞争效果的衡量提供了分析方法,从而为企业科学地进行人才竞争战略决策奠定了基础。With the increasingly fierce of competition for talent, enterprises pay more attention to talent competition strategy. And the premise of talent competition strategic decisions scientifically is to measure the enterprises talent competitiveness, which can be solved by building the competitiveness evaluation index system of talent competition strategy. Therefore, in-depth analysis of the substance of talent competition strategy, the talent competition strategy effect can be divided into two categories: the action impact and non-action impact. From the demand for talent, through the analysis of literature about the starting or leaving factor for talent career, as well as selection of the best employers, the competitiveness evaluation index system of talent competition strategy is confirmed. Through the use of AHP, the weight of each index is determined. On the basis of index weights, the goal of building the competitiveness evaluation index system of talent competition strategy is achieved. The index system, providing analytical methods for evaluation talent competition strategy and its effects, lavs a solid foundation on talent competition strategic decision.
