摘　　要：自2008年金融危机以来,各界学者对经济风险问题的研究迈开了新步伐,而作为宏观经济风险之一的地方政府债务风险也逐渐进入人们的视野,随着审计署地方政府债务数据的进一步披露,其风险隐患也越来越突出,引起了社会的广泛关注。地方政府债务风险的成因错综复杂,与我国各种制度的不合理、不完善息息相关,要彻底解决地方政府债务问题,应围绕经济制度、财政制度、债务管理体制和行政管理体制,全方位剖析我国地方政府债务的成因,并以此为基础提出化解风险的对策建议。The reasons for the formation of local government debt is very complex, closely related to vari- ous systems which are not perfect. In order to thoroughly solve the problem of local government debt risk, we should find the primary cause from the economic system, fiscal system, debt management system and adminis- trative system. And on this basis, we can put forward countermeasures and suggestions of dealing with the risk.
