基于救灾成本分析的灾害应急救援策略

摘　　要：目前,我国灾害应急救援过程中存在忽视救灾成本的问题,造成了社会公共资源的巨大浪费。政府部门需要对应急救援过程中的救援物资、运输、人力资源等进行经济成本的分析,总结我国应急救援中的不科学现象,并寻求问题的解决途径,以减少救灾过程中对公共资源的浪费。At present, the process of disaster emergency rescue neglected to consider the cost of the natural disaster, causing huge social waste of public resources. The government departments need the economic cost analysis of the emergency aid in the rescue process, transport, human resources, then to summarize the unsci- entific phenomenon in the emergency rescue, and through establishing multi - administrative scientific relief assessment system emergency management information system, and other means to reduce the disaster relief.
