摘　　要：从学术角度分析MH370失联事件救援过程中存在的主要问题和原因,提出树立"以人为本、生命至上"的人道主义救援精神,制定和完善国际应急救援公约,加强国际应急救援力量体系、应急预案体系建设,建立救援协调和联动机制,强化国际应急救援组织领导,提升国际公共危机事件应急救援效能。The main problems and causes during rescue of missing MH370 from the academic point of view,put forward the humanitarian spirit of ＂people-oriented,life first＂,established and perfected the international convention on international emergency rescue,strengthened the construction of emergency rescue system and emergency plan system,established rescue coordination and linkage mechanism,strengthened leadership of international emergency rescue organization,and enhanced emergency rescue effectiveness of public crisis event.
