对当前城乡统一土地市场建设的思考——以安徽省宁国市为例

摘　　要：安徽省宁国市在城乡统一土地市场建设过程中主要做法是:编制城乡一体化规划,成立土地股份合作社,构建城乡统一的土地产权交易市场。主要成效有:破解了城乡二元结构,释放了农民活力;实现了规模化经营,提高土地产出;拓展了农民增收渠道。但从实践来看,还存在着政策环境不利、股份合作运作不规范、产权不明晰、增值收益未能合理分配等问题。建议:(1)加快推进相关法律法规修订,创造良好的城乡统一土地市场环境;(2)以农村土地产权制度改革为核心,培育新型农村集体经济组织;(3)积极推进征地制度改革,缩小征地范围;(4)建立合理的土地收益分配体系。This paper introduces the main practice that the city of Ningguo of Anhui province has been carried out in the process of unifi ed land market in urban and rural areas. These methods are： working out urban-rural integration planning, establishing land stock cooperative organization, and building a unifi ed land property rights trading market. Themain achievements are as follows： urban-rural dual structure has been broken, as a result, the vigor of the farmers has been delivered;large-scale operation has been realized, thus improving the land output, and increasing sources of income for farmers.In practice, however, there are some problems that they face in promoting urban and rural integrated land market. These include unfavorable policy environment, irregular joint-stock cooperative operation, unclear ownership, and failing to allocate value-added returns. On account of this, this paper argues that in order to create a good environment for establishing integrated urban and rural land market, they need to accelerate their efforts to deepen the revision of relevant laws and regulations.The transformation of land property right system must be the focus of their efforts to cultivate the new type of rural collective economic organizations. At the same time, they should actively promote land expropriation reform, narrow the scope of land requisition, and establish reasonable system of land income distribution.
