摘  要:矿产资源节约与综合利用已成为江苏缓解资源短缺,加快转变矿业发展模式,提高资源利用效益的重要途径。江苏在矿产资源节约与综合利用中,落实节约优先战略,加强资源综合开发利用;依靠科技创新,积极探索新技术、新工艺;依托专项资金项目,强化政策引导作用;完善科学管理制度,构建监管长效机制。但依然存在着采选技术和工艺水平有待进一步提高,科技创新能力仍需加强,监管长效机制仍需不断完善等问题。为促进江苏矿产资源节约与综合利用水平的全面提高,使矿业发展进入新的阶段,应加大先进适用技术的研发和推广,加快示范工程建设,健全相关法律法规,完善长效监管机制的构建。Conservation and comprehensive utilization of mineral resources has become an important way to alleviate resource shortage, accelerate the transformation of mining development mode, as well as improve the efficiency of resources use. Some achievements that Jiangsu has made in promoting conservation and comprehensive utilization of mineral resources are as follows: conservation has been their number one priority in the exploitation of resources, and the comprehensive exploitation and utilization of mineral resources has been the focus of their efforts; they have actively explored new technology new process on the basis of scientifi c and technological advances; they have enhanced policy-based leading role relying on the special fund project; and they have developed scientifi c managerial system and build long-term supervision system. However, some problems that are inherent to the current stage of improvement should be seen. In order to promote the level of saving and comprehensive utilization of mineral resources in Jiangsu, and make mining development into a new stage, they should devote their efforts to research and develop advanced practical technology, speed up the construction of demonstration project, perfect related laws and regulations, and develop long-term supervision system.
