摘　　要：1937-1944年中共领导的冀鲁边区是山东抗日根据地的6个战略区之一。其政权建设曾经历了孕育、建立与发展、收缩与巩固、困难与合并等4个阶段;边区军党委在复杂、险恶的形势下,不惧艰辛,克服重重困难,在政权建设方面取得了显著的成绩,但也存在着诸多不足,留下了深刻教训。Hebei-Shandong Border Region set up by CCP was one of six strategy Anti-Japanese Base Areas in Shandong province in 1937-1944.Its regime construction undergoes four stages：breeding,building and developing,contracting and consolidating,difficulties and merging.Under the complex dangerous situation,the border region party committee was not afraid of hardship and overcome various difficulties.It had made significant achievements in the power construction,but it had many shortcomings and left a profound lesson.
