大众舆论与清末货币制度改革——基于经济思想史的视角

摘　　要：随着近代新闻报刊事业的兴起,大众舆论对清末经济活动与经济政策的影响日益重要。文章通过系统整理和分析清末期刊与报纸中的文献,重点研究其中有关货币制度改革的大众舆论内容,从经济思想史的视角展现清末货币制度改革的概貌和演进脉络。研究表明:大众舆论对清末币制改革的讨论涵盖了改革的必要性和困难、本位制度的选择、辅币和货币单位的选择等多个方面,其中本位制度选择是当时讨论的重点和关键;尽管大众舆论基本一致认同金本位是大势所趋,但与此同时,大众舆论也认为币制改革应该考虑到特殊国情,因而不宜直接实行金本位,大多主张暂设银本位来进行过渡。这些来自大众媒介的观点代表了现实国情和民间习惯的要求,在一定程度上影响了清末的币制改革。1910年《币制则例》中,清政府最终确定了银本位制度。Along with the rise of modern China＇s publication, public voices played an increasingly important role in economic activities and policies in the late Qing Dynasty. Through systematic summary and analysis of journals and newspapers in the late Qing Dynasty, this paper focuses on the public voices in the mass media of communication on the reform of monetary system, and tries to draw the whole picture and the evolution of the reform of monetary system from the perspective of the history of economic thoughts. It arrives at the conclusions as follows, firstly, the discussion of public voices on the reform of monetary system in the late Qing Dynasty mainly includes the necessities and difficulties of the reform, the choice of standard currency, the choice of fractional currency and monetar- y unit and so on,and the choice of standard currency was the focus and key in the discussion at that time;secondly,public voices basically reached the consensus that gold standard system was the prevailing trend, but meanwhile, public voices also considered that the reform of monetary system should take special conditions of a country into account, so gold standard system should not be directly carried out and silver standard system as a transition can be temporarily implemented. These opinions from the mass media of communica- tion represented the needs of real conditions of a country and folk habits, and influenced the reform of monetary system in the late Qing Dynasty to a certain extent. The Qing Dynasty government finally chose silver standard system in Currency Rules issued in 1910.
