摘　　要：在对藏族习惯法进行一个全景式考察的基础之上,从不同的视角对群体性事件的发生原因进行多元化诠释,发现其中可以成功进行危机干预的规则和原则,对防止社会群体性事件发生、扩大的危机干预长效机制进行制度上的设计。对于藏区而言,只有在制度上给予供给和保障,才能从根本上发挥其优势,达到经济发展和社会稳定的双赢局面。同时,此项研究对于构建和谐、平等的民族关系,保持社会稳定与维护祖国统一等具有非常重要的现实意义。Attempts to Tibetan customary law on a panoramic study basis,from a different perspective on the causes of mass incidents diversify interpret and it can be successfully found conduct rules and principles of crisis intervention,trying to prevent mass incidents, expanding long-term crisis intervention mechanism institutional design. For Tibetan, only institutionally given supply and security, in order to play to their strengths and fundamentally, to achieve economic development and social stability of a win-win situation. Meanwhile, the construction of harmonious ethnic relations of equality,maintaining social stability and safeguard national unity and so has very important significance.
