新形势下淮安市主城区防汛排涝工作的思考

摘　　要：近年,江苏省淮安市高度重视主城区防汛排涝工作,在工程措施、统筹调度、数字化管理等方面不断投入,但随着城市"东扩南连"不断发展,防汛排涝工程、非工程建设仍显滞后。主城区应对旱涝急转、暴雨内涝等极端恶劣天气的处理能力仍需加强,影响日常调度管理的不利因素依然存在。针对新形势下面临的问题,提出今后设想:警钟长鸣,充分做好准备;夯实基础,加强工程建设;创新举措,强化运行管护;理顺机制,注重部门联动;提升效率,加强科技支撑。In Huai＇an City of Jiangsu Province, great attention has been paid on flood control and waterlogging prevention and investment has been made constantly for waterworks construction, integrated regulation and digitalized management. However, along with the expansion of the city and urbanization, higher requirement has placed on both structural and non-structural measures. It is necessary to enhance capability of dealing with extreme weather conditions such as drought transferring into sudden flood and waterlogging caused by rainstorm. Unfavorable factors that affect routine operation and maintenance（OM） should be paid close attention. It is suggested to take measures of making sound preparation, strengthening project construction, improving OM, encouraging coordination of varied departments,increasing efficiency with support by science and technology.
