新世纪以来“美国在台协会”与美国对台湾的公共外交

摘　　要：新世纪以来,作为美国与台湾当局之间以"非营利性组织"名义出现的特殊机构,"美国在台协会"加强了公共外交方面的机构调整与经费人员投入,旨在赢得台湾当地民众心灵、提升国际形象和加强美台关系。在实践层面,"美国在台协会"不仅进一步继承了20世纪中后期以来业已推行的富布赖特计划、留学美国的教育交流、国际领导人访问计划等传统公共外交项目,而且还适应21世纪初期新变化运用其自身的"优势"来积极拓展对台湾地区普通公众和青年学生的"新公共外交",具有长期性、网络化、很强的渗透性和战略性特征,这在当前美国有意凸显台湾战略地位,实施"重返亚太"、推行"亚洲再平衡战略"的大背景之下无疑具有重要意涵。Since the beginning of the new century, ＂The United States Institute in Taiwan＂, a special institution in the name of the ＂non-profit organization＂ between the United States and Taiwan, has strengthened its organizational adjustment and personnel funds investment in the public diplomacy in order to win the hearts and minds of pepole in Taiwan and improve its inter- national image and the relations with Taiwan. In Practice, the institute has not only inherited many traditional public diplomacy programs such as Fulbright Plan, the educational exchange of study in USA and the international leaders＇ visiting program that had been pursued ever since the late 20th century, but also adapted to ＂the new public diplomacy＂ characterized by its long- term, networking, strong permeable and strategic merits, aimed to the Taiwan general public and young students by using the ＂superiority＂ of the new changes at the beginning of the 21th century. These efforts will be of great importance to the broad context in which the US highlights its strategic status of Taiwan, implements its program of ＂return to Asia＂ and pursues the ＂Asian rebalancing strategy＂.
