台湾现行灾害危机管理体系探析

摘　　要：我国台湾地区在地理位置、地形地貌及气候变化等诸多因素的综合作用下,频发台风、暴雨、地震、泥石流等灾害,严重威胁居民生命与财产安全,影响地区经济良性增长,促使台湾当局不断变革灾害危机管理制度体系。剖析台湾地区现行灾害危机管理法律组织体系、运作实践、基本特点,以期为大陆地区自然灾害危机管理制度的进一步完善,及加强海峡两岸自然灾害防救合作提供有益借鉴。Under the influence of many factors such as the geography, topography and climate changes and so on, Taiwan has seriously suffered from many damages from disasters, including typhoon, rainstorm, earthquake and debris flow which have threatened people＇ s lives and property security as well as its healthy economic growth. This has prompted Taiwan authorities to keep modifying the disaster crisis management system. This paper makes a detailed analysis of the legal and organizational sys- tem, operation mechanism, basic characteristics and development trend of the disaster crisis management in Taiwan, which, the writer believes, would provide a useful reference to the mainland in the improvement and perfection of its disaster crisis management system and the enhancement of its cooperation with Taiwan.
