摘　　要：中共十八届四中全会明确提出建立重大行政决策终身责任追究制度。责任追究需要解决的首要问题是明确责任主体。行政决策的最终决定者是决策失误的第一责任人,各环节负责人或经办人应按各自的过错程度承担相应的责任。决策执行机关工作人员和参与行政决策的公众则不属于行政决策责任主体。行政决策责任包括道德责任、政治责任和法律责任,后二者属于决策责任追究类型。行政决策法律责任不应包括民事责任和行政追偿责任。重大行政决策终身责任追究制度的核心在于终身追责。其正确内涵是对造成重大行政决策失误的责任人,除必须通过诉讼程序追究的责任外,可以不受时间限制,终身予以追究。具体而言,即行政决策责任中的刑事责任和外部行政责任应受追诉时效的限制,内部行政责任和政治责任可以终身追究。The Eighteen Session of the Fourth Plenary General Assembly put forth that the lifelong accountability system of major administrative decisions shall be established. The primary issue of accountability is to identify the main responsible person. The final maker of the administrative decision is the first person who shall be responsible for the mistake, and the responsible person of various aspects and stages shall bear the responsibilities corresponding to their fault. The executor of the decision and the public who participate in the process of decision making shall not be the accountable. The liabilities of administrative decision making include moral liability, politics liability, and legal liability. The latter two belong to the types of accounta- bility of administrative decision. Administrative decision liability shall not include civil liability and administrative recurse liabil- ity. The core of major administrative decision lifelong accountability system is lifelong accountability. Its connotation is that the responsible person of major administrative decision--making mistakes, except for the liability that must be levied through legal proceedings, must be held liable, not subject to time limits, for life, To specify, the criminal liability and external administrative liability shall be restrict by the statue of limitation, while the internal administrative and political responsibilities can be held for life
