新常态下区域协同发展的取向和路径——以京津冀的探索和实践为例

摘　　要：新常态下区域经济发展被赋予新的内涵,创新驱动、要素流动与市场机制作用成为区域协同发展的三个支点,并正在形成经济一体化和梯度发展的新格局。从京津冀协同发展的探索和实践来看,区域合作中应激活各方隐性资源,最大限度地释放"协同效应";欠发达地区在引入外部资源时应注重激活内部要素,培育内生增长能力;顶层设计应将协调各方利益和损益补偿的机制构建纳入区域协同发展的新内涵;区域发展正形成由"极化"向"扩散"转化、由"竞争大于合作"向优势互补与合作共赢转变、由松散型合作向机制化协同转变的新取向。京津冀协同发展从战略提出到规划制定、从各地务实行动到新机制构建已迈出坚实步伐,这些探索将为我国区域经济一体化提供有益的参考和借鉴。In new normal,the regional economic development is endowed with new connotation: the innovation driver,factor mobility and market mechanism have become the three pivots of regional cooperative development,and the new trends of economic integration and gradient development are being formed.From the cooperative development of Beijing-Tianjin-Hebei,the invisible resources of all regions should be activated and the maximum 'cooperative effect'be released; in those developing areas,the internal factors should be activated and the ability of endogenous growth should be cultivated when the external resources are introduced; the top-level design should take the mechanisms of interests coordination and benefit compensation into the new content of regional cooperative development; the regional development is forming the new tendency of the transformation from'polarization effect'to 'spread',from more competition than cooperation to mutual benefit of advantages and cooperation win-win,from loose cooperation to institutional cooperation.The cooperative development of Beijing-Tianjin-Hebei has taken strong steps from the strategic proposal to the draft of the plan,from the practices in different places to the construction of new mechanism.These explorations will definitely provide good references for the regional economic integration in China.
