摘　　要：冷战结束后,东盟转型的一个重要特征是其重心从政治安全转向经济合作和地区治理。这一转型过程伴随着东盟合作习惯、合作机制和经济决策参与者的变化,这也成为影响东盟决策实践和效率的重要因素。从东盟经济共同体的执行和实践效果来看,东盟在经济一体化上取得了积极进展,东盟国家对东盟经济共同体的预期收益也持乐观态度。然而,在消除非关税障碍、技术工人自由流动和知识密集型服务业自由化等核心问题上,东盟经济共同体进展依然非常缓慢,2015年建成东盟经济共同体的目标将很难实现。东盟已经开始着手制定东盟经济共同体2015后议程,为不能按期实现的目标提供补充方案。这事实上再次证明了东盟经济共同体建设更多的是过程导向而非结果导向,东盟经济共同体建设很大程度上只是东盟高度经济一体化的起点。Following the Cold War,a key characteristic of ASEAN's development was the shift from emphasis on political security to economic cooperation and regional governance.This process was accompanied by changes in ASEAN's culture of and institutions for cooperation,as well as in those participating in economic decision making.This has become a key factor influencing ASEAN policy direction and effectiveness.From a general view,ASEAN has made great progress in terms of economic integration,and ASEAN states maintain a high level of optimism regarding expected benefits from ASEAN Economic Community.However,with respect to core issues such as reducing non-tariff trade barriers,the free flow of technical workers and the liberalization of knowledge-intensive service sector,progress of ASEAN Economic Community has been quite slow.It will be extremely difficult for ASEAN to fully meet its goal of establishing ASEAN Economic Community at the end of 2015.ASEAN has already set about establishing post-2015 Agenda for ASEAN Economic Community,and is devising a backup plan in light of its inability to meet objectives on time.In reality this demonstrates once again that the development of the ASEAN economic community is driven more by process than by outcomes.The establishment of the ASEAN economic community to a great extent is merely the starting point for a high level of economic integration within ASEAN.
