网络文化产业动态演化机理与新治理体系构建

摘　　要：网络文化产业发展是多种因子综合作用的结果。网络文化产业发展演化历程类似于生态学上的"间断均衡",稳定"长波"与突变"短波"的耦合构成了网络文化产业发展的动态演化曲线:一是业态演化,包括网络文化产业的非居间化、再居间化与技术主导的动态演变机理;二是集聚演化,包括建筑于地域空间系统上的主体集聚、由内生制度与外生制度聚合的制度集聚以及创新与创造性融合共生的创意集聚;三是生态演化,包含自组织机制、自我复制机制、变异机制的生态位演化、生态链演化与自衍生机理的融合。鉴于此,在国家文化治理大大背景下,要加快构建基于三维动态演化机理的网络文化产业新治理体系,提高治理的回应力、制度创新的前瞻性与优化网络文化大生态体系,实现网络文化生产力、影响力与综合竞争力的稳健跃迁。The development of internet culture industry contains a variety of factors. The process of its evolution is similar to the 'punctuated equilibrium'in ecology,in which a stable 'long wave'is coupled with an unstable 'short wave'. The three- dimensional dynamic evolution mechanism for the development of internet culture industry is demonstrated as follows: the first one is the evolution of types of business,namely a mechanism of disintermediation,re- intermediation and technology-dominated dynamic evolution; the second one is cluster evolution,including a main- body agglomeration built on a geographical and spatial system,institutional agglomeration formed by both endogenous institution and exogenous institution,and creative agglomeration from the integration and coexistence between innovation and creativity; the third one is ecological evolution,which includes self- organizing mechanism,self- duplicating mechanism,ecological evolution mechanism,ecological chain and self- derived mechanism. For this reason,in the context of the state cultural governance,we must construct a new governance system,improve the management response ability,enhance the forward- looking institutional innovation capacity and optimize the ecological system for internet culture,so as to achieve a steady increase of the productivity,influence and comprehensive competitiveness of internet culture.
