摘 要:地方政府行政审批制度改革是一个权力和利益重新分配与调整的过程,它涉及到各级地方政府、中央政府、社会团体、企业和社会公众等5个核心利益相关主体。地方政府与中央政府、社会团体、企业和社会公众在追求各自利益最大化而互相博弈的过程中受政治法律、经济基础、社会文化以及信息技术等制度环境因素的制约,影响着他们彼此合作和冲突时的态度和行动策略,最终影响行政审批改革制度变迁的进程与成效。通过营造合作环境、找准角色定位、参与协同治理、共享智能平台等策略的实施,可以迎合全面深化审批制度改革的路径诉求,有效避免各利益主体间的"冲突内耗"与"零和博弈",实现利益共赢。Reformations of local governmental administrative approval systems are the process of adjustment and redistri- bution of power and interests, in which the five main interest stakeholders of local government, central government, social groups, companies and the public are involved. All stakeholders tend to pursue the maximum of their own interests in the game, but are restricted by institutional environmental factors hke politics and law, economic foundation, social culture and information technology and so on, which will influence their attitudes to mutual cooperation and conflicts, and actions and strategies, thus leading to the impact on process and results of changes of administrative approval systems. Through implementations of strategies such as creation of cooperative situations, appropriate positioning of roles, participation in synergetic governance and sharing of intelligence platforms, the comprehensive deepening of reformation paths of administrative approval systems can be catered, the internal friction in conflicts and zero-sum game can be effectively avoided, and win-win situations in interests can be achieved.
