摘　　要：底线生存服务以保障居民基本生活为目的,其均等化建设水平直接体现了基本公共服务机会均等的本质特征。尽管横向分析说明天津市底线生存服务的建设已经走在了全国前列,但是,天津距离基本公共服务均等化的要求还有较大差距,还存在与经济社会发展水平不适应、城乡差距大、区域发展不均衡、机会均等建设滞后等突出问题。"十三五"时期,要加大底线生存服务指标体系建设力度,从转变执政理念及政府职能、转换政策工具、调整绩效评估方式等多方面入手,切实提高底线生存服务均等化水平。For the purpose of ensuring people basic life, the equalization of baseline survival service directly reflects the essemial feature of opportunity equal of the basic public services. According to the result of horizontal analysis, Tianjin leads the country in the construction level of baseline survival service, but the distance to achieve equal basic public services is quite long. There are many outstanding problems, such as incompatibility with the economic and social development still exist, large gap between urban and rural areas, uneven regional development. In the period of 13th Five Year Plan, in order to enhance the level of baseline survival service, Tianjin ought to intensify the building of the baseline survival service index system, change the governing idea and the functions of the government, convert the policy tools, and adjust the way of performance evaluation.
