摘　　要：实施海洋强国战略面临的基本问题之一是给予海洋意识一个历史性的正解。作为意识范畴问题,海洋意识具有多元、包容的色彩,并且被赋予丰富的、引申的涵义。海洋意识在海洋强国建设的战略中具有核心和统领的地位,其内涵、体系与路径在不同的历史时期存在差异性。中外各国实施海洋战略的实践表明,从海洋意识的历史脉络与地缘差异性上看,海洋意识在海洋战略实施进程中不但具有由初级阶段向高级阶段演化的属性,而且其内涵与体系日益明朗化。就中国的海洋意识培育和增强而言,我国的海洋意识历史悠久,亦积淀了独树一帜的海洋文化,海洋意识不再属于一个虚幻的概念或者范畴。构建新时期中国海洋意识的新内涵和新体系,关键在于实施海洋意识法治化的路径。The paper put forward to a positive understanding to give historic maritime awareness, as one of the fundamental prob- lems in the construction of sea power strategy. However, as the scope of awareness, maritime awareness has been given a rich extended diversity meaning, which is a core strategic factor, for connotation, system and path exist diversity in different historical periods. The im- plementation of the maritime strategy from overseas countries showed, that maritime awareness has been made clear, not only in the evo- lution from initial stage to the advanced stage in oceanic strategy process, but also its connotation and system. For the purpose of cultiva- tion of maritime awareness is concerned in China, maritime awareness has accumulated a unique culture, nut not a hollow concept. As a key issue, the construction of a new maritime awareness system in China, is legalization in the implementation of maritime strategy.
