摘 要:针对我国空间规划种类繁多、依据欠佳、要素紊乱、内容冲突而导致建设成本增加及环境恶化的状况,提出了综合系统协同优化的规划理念;强调了先查评、后限界、再规划工作步骤;大尺度最佳目标确定;规划内容、法规、行管三犬系统配套体系构建;多规内容整合原则与顺序;多科学相融数字平台建设;空间规划与大数据战略融合等重点。初设了规划体系和规划内容运行系统基本框架。At present, there exists a situation of construction cost increase and environmental deterioration, which is caused by various planning with poor basis, element disorders and content conflicts. Thus, this paper proposes a planning concept of collaborative optimization of integrated system. It is import to follow the steps: investigate first, determinate the boundaries next and then plan. The optimum target is determined on large scale. The supporting system is consisted of planning content, legislations and administrative management. Multiple rules are integrated according to principle and order. Digital platform is built including a variety of disciplines. Spatial planning and big data strategy is integrated. The operation system framework of planning system and planning content is established.
