摘　　要：9·11事件后,面对全球的反美主义浪潮,美国政府重拾公共外交这个曾发挥过巨大作用的工具。在拉丁美洲地区,美国政府试图通过公共外交和拉美民众构建共同的价值观对抗恐怖主义,解释美国的对外政策以赢得拉美民众的理解和认同。美国政府的公共外交活动取得了一定效果,大部分拉美民众认同美国的民主价值观,但并不赞成美国单边主义政策,而且认为美国言行不一,辜负了自己的价值观,这为奥巴马加强美拉关系的前景带来了阻碍。Faced with the global anti -Americanism after the 911 event, the United States reemphasized public diplomacy. In Latin America, U.S. Government tried to construct common values through public diplomacy with Latin American people in order to compete with terrorism, and explain foreign policy so as to win the understanding of Latin American people. American public diplomacy has achieved certain effect, most Latin America people approved the democratic values of America but they disagreed with A- merican unilateral policy. Besides, the Latin American public considered that the deeds of America diso- beyed their own values, which hampered Obama from strengthening the relationship between Latin Ameri- ca and the USA.
