摘　　要：世界与中国经济步入新常态,全球价值链的发展日益重要。传统的经济学理论因为无法说明自由贸易和贸易保护之间的辩证关系,容易引起国际贸易纷争,阻碍全球经济发展。全球价值链理论则跳出传统经济学局限于进出口的狭隘视角,从价值创造的角度来理解经济全球化,将国际竞争由边境推进到国内,由外贸竞争转化为产业体系与要素培育竞争,因而有助于从根本上打破贸易壁垒,整合全球资源,推动国际分工合作的深化,促进各国生产力的提升。中国在经历了30多年的外贸高速增长之后,当前正面临外贸发展瓶颈,而以全球价值链为基础的国际分工协作,有利于中国的要素培育和产业提升,进而有助于中国乃至世界实现外贸新突破。在未来的几十年内,基于全球价值链的全球资源整合,将会成为中国外贸新常态的重要基础和显著特征。As world and China＇s economy is coming into a new normal, the development in global value chain is becoming important. Traditional theory of economics fails to explain the dialectic relation between free trade and trade protection, which is likely to stir up disputes of international trade and impede global economic growth. Global value-chain theory comes out of the narrow perspective of import and export limited by traditional economics. Economic globalization is to be understood in the perspective of value creation, with international competition pushed from frontier region to home and international-trade competition converted into industrial system and element-cultivation competition, thus helping break trade barrier substantially, regroup global resource, further international division and cooperation and promote the productivity of every country.China,having experienced rapid growth in international trade for 30 plus years,is confronted with a bottleneck in foreign trade while international division of labor and coordination based on global value chain helps China＇s element cultivation and industrial promotion, helping further make a new breakthrough in China and rest of the world. In dozens of years to come,regrouped global resource based on global value chain will underlie and feature China＇s foreign trade in new Normal.
