“大部制”改革背景下区(县)体育与文化机构整合研究

摘　　要：为进一步弄清在"大部制"改革背景下区(县)体育行政运行的基本状态,实现体育行政机构改革目标。以区(县)体育行政部门与文化部门整合后的文体局为研究对象,采用实地考查、访谈和文献资料法等研究方法进行研究。研究表明,现阶段区县体育行政管理正"自下而上"逐渐融合在"大文化"管理范畴内,在实际运行中区(县)文体局"管""办"职能难以区分,区(县)体育行政整合后呈现弱化状态。鉴于此,认为在"大部制"背景下,建立"政府管、总会办"的"管办分离"的区(县)体育管理体制是切实可行的管理模式之一,有助于实现体育体制"管办分离""政事分开"改革目标。The purpose of this study was to clear the real operation of district or county sports administrative organi- zations,for realizing sports administrative organization reform target. This paper analyzed bureau of culture and sports which was created after integration of district or county sports administrative organization and culture organi- zation by the methods of field investigation, interview and literature review. The results showed that district or coun- ty sports administrative organizations are getting in macro-culture administrative frame from bottom to top at present stage. In actual operation, district or county culture and sports bureau is hard to differentiate its management and running, and sports administrative organizations have been weakened. Base on this, building up ＂government man- agement, sports organization running＂ is a feasible way under the background of super ministry. This will be good for separation between management and running in sports system and separation of the functions from those organi- zations.
