摘　　要：政府在产业创新网络中的角色和作用主要取决于产业发展需要,是有边界的;政府干预产业创新的强度和作用方式应随着产业的发展阶段、产业的战略地位、产业的类型等不同而有所差异,是有重点、有选择的。在产业发展初期,出于快速赶超、产业安全、可持续发展等考虑,政府要对产业创新给予重点保护和大力扶持;当产业突破发展瓶颈之后,政府的干预强度需适当减弱,产业创新更多取决于市场导向和企业自身创新能力,政府及时和适当的引导与规制也必不可少。The study reveals that,the government role and functions on industrial innovation network have boundaries.It depends on the needs of industrial development.And the pattern and intensity of government intervention should be changed as the difference of industry development phase,the industry strategic position,and the types of industry,and it has key points and is selective.During the initial stage of industry development,for the rapid catch-up,industrial safety and sustainable developments,the government should strongly protect and support industry innovation.After the industry breakthrough the development bottlenecks,the strength of government intervention need to be weakened gradually,and industry innovation in turn depends more on market guiding and enterprise innovation,timely and appropriate guidance and regulation from the government is also necessary.
