非政府组织在社会冲突治理中的双向功能及其发展路径

摘　　要：在国家治理现代化过程中,非政府组织与社会冲突的产生和发起密切相关,它既能充当社会冲突的直接发起者和参与者,又能成为社会冲突推波助澜的外部性力量,还能成为控制和消解社会冲突的重要中介。所以,合理地控制、利用和发展非政府组织,是治理社会冲突不可或缺的手段和途径。从积极功能看,主要是服务和替代、信息收集和监督、对话和沟通、教育和引导;消极功能方面,主要是模糊社会冲突的符号、提供幕后支持、直接参与社会冲突、舆论和精神误导。从培养和发展路径方面,主要是克服结构性、功能性和制度性三大障碍。In the process of modernizing national governance,NGO was closely related to the start and cause of social conflicts.It can be the direct originator and participant,as well as the impellent external force of social conflicts.It is also the important intermediary to control and solve social conflicts.Therefore,to control,utilize and develop NGO rationally is the indispensable method and approach to deal with social conflicts.The positive function of NGO is providing service and substitute,collecting information and supervision,communication and exchange,education and guidance.Its negative function is obscuring the semiotic of social conflicts,providing back support,participating in conflicts directly and giving media and mental mislead.As for the path of cultivating and developing NGO,the structural,functional and institutional barriers should be overcome.
