日本《体育立国战略》对我国政府体育管理职能转变的启示

摘　　要：日本在2010年颁布的《体育立国战略》对于目前我国所面临的政府体育管理职能转变具有借鉴和参考价值。对《体育立国战略》的内容与特征进行剖析认为,目前我国所面临的政府体育管理职能的转变应借鉴日本经验,扶持学校课外体育俱乐部与社区体育俱乐部,构建新型后备人才培养体系,促进体育社团外部监查机制的形成。Japan＇s ＂Strategy for Sporting Nation＂ which was released in 2010 August has reference value for the transforma- tion of our Chinese government＇s sports management function we are currently facing. This paper makes an analysis of the content and characteristics of ＂Strategy for Sporting Nation＂ and thinks that the transformation of our Chinese government＇s sports management function we are currently facing should learn form Japan＇s experience, supporting the extracurricular sports clubs in schools and the clubs in communities to create a new reserving talents training system, and promoting the for- mation of external monitoring mechanism for sports associations.
