云南鲁甸“8·03”地震灾后卫生防疫工作的几点思考

摘　　要：目的分析云南鲁甸"8·03"地震灾后卫生防疫工作开展情况,提出需要重点关注的环节,为今后类似工作开展提供借鉴。方法重点关注影响地震灾后卫生防疫工作开展的主要因素,结合鲁甸灾区现场的经验、教训,在综合、分析基础上,提出合理、实用的意见和建议。结果从关于政府责任、关于理顺关系、关于各方职责、关于技术支持、关于工作时限、关于总结提炼等6个方面,分析存在问题,提出改进建议。结论灾区卫生防疫工作是一个系统工程,必须强化政府的主体责任,明确卫生、环保、农业、食药监等部门职责,理顺国家、省、市、县几级卫生防疫队伍的关系,重视技术支持,把握工作时限,做好总结提练。Objective To analyze the health and epidemic prevention work after the earthquake disaster of ＂8·03＂in Ludian Yunnan, and propose the key points and provide reference for the future work. Methods We paid more attention on the influence of health and epidemic prevention work after the earthquake, combining with field experience and lessons in Ludian, proposed reasonable and useful comments and suggestions based on comprehensive analysis. Results We put forward some suggestions for improvement from six aspects, such as government responsibility, straightening out relations, the responsibilities of the parties, technical support, time limit, summary to analyze the problems. Conclusion The disaster epidemic prevention work is a systematic project, we must strengthen the main responsibility of Government, clarify responsibilities of Health, Environmental Protection, Agriculture, Food and Drug Administration agents and other departments, rationalize the relationship between health and epidemic prevention teams of national, provincial, municipal and county level, pay attention to technical support, determine the time limit properly and make a good summary.
