延边地区农村发展面临的困难及解决途径——基于城乡发展一体化背景

摘　　要：自改革开放以来,延边地区农村在经济发展水平、基础设施建设、科技文化事业上均取得了一定的成就。但是,延边地区城乡之间仍存在较大的差距,在城乡发展一体化背景下,促进延边地区农村发展还面临着农村人力资源不足、耕地分散造成农村经济发展受阻、自然灾害影响农村居民增收、农村居民素质及思想落后等困难。针对这些困难,延边地区还应制定和创造吸引农村实用人才的优惠政策和生活条件,推进村屯聚集以发展农村经济,并提高农村的抗灾能力和灾后恢复能力,推进城乡教育均等化,提高对农村居民培训的质量。此外,还要借助国家"一带一路"战略,不断推进延边地区农村经济的开发开放。Since the reform and opening up, great achievements in economy, infrastructure, science, technology and culture have been made in the rural areas of Yanbian. However, difficulties such as lack of rural human resources, scattered cultivated land, inevitable natu- ral disasters, and lagging ideology are the obstacles for the further development of rural ar- eas. Countermeasures against these difficulties are as follows： to enact preferential policies and better the living conditions to attract more rural labor; to forward the rural develop- ment by efficient village clustering so as to improve the ability of the anti-disaster and post-disaster recovery~ to promote the educational equality and the quality of training for rural residents. Besides, it is necessary to take full advantage of the ＂One Belt, One Road Strategy＂ to further the opening and development of rural areas in Yanbian.
