试论民用爆炸物品管理中的行政问责制

摘　　要：为加强民用爆炸物品的安全管理,结合近年来涉及民用爆炸物品的安全事故,引入行政问责制这一行政学概念。阐述了在民用爆炸物品安全监管中实行行政问责制的必要性,分析目前在民用爆炸物品行业中实行行政问责制存在的问责意识不足、执行不到位、相关法规制度不完善等问题,并运用行政管理和法学的部分观点针对存在的问题提出培养问责文化、健全相关法律制度和监管机制、发挥各方面监督力量等建议,以期推动民用爆炸物品管理和行政问责制的完善。For the purpose of enhancing the safety management in civil explosives, combining with the safety accidents happened in recent years, the conception of the administrative accountability system was put forward and the necessity of was introduced. The problem including the of the lack of sense of account- ability currently, the defect of practicing, and the imperfect point of the laws and regulations in the admin- istrative accountability system were analyzed. Suggestions based on the science of administration and iaw, such as advocating the accountability culture, perfecting the relevant laws and administration systems and encouraging the supervision from various aspects were proposed.
