摘 要:农村居民内需不足严重制约了国内消费需求,其深层次原因在于城乡基本公共服务巨大差距和农村基本公共服务发展滞后。统筹城乡公共服务对于新常态下扩大农村消费市场,重新构筑持续发展的增长新动力具有重要作用。文章从理论上分析了统筹公共服务具有消费风险分担、改善消费环境、影响消费者心理账户三重作用,认为应从多元化投资体系、公共财政体制、绩效评价体系三个方面完善制度安排,前瞻性地合理分配城乡公共资源,解决农村居民消费的后顾之忧,推进增长动力由供给推动向扩大内需为主的转换,促进经济发展走追求质量、效益的可持续发展之路。The insufficient domestic demand of rural residents has severely restricted domestic consumer demand. The internal reason lies in the huge gap between urban and rural basic public services and the lagging-behind development of basic public services in rural areas. The urban and rural public service coordination could play an important role in the expansion of the rural consumer market and to rebuild a new impetus of sustainable development under the new normal. This article theoretically analyzed the functions of public services coordination in three aspects as consumption risk sharing, consumption environment upgrading and consumer psychology accounts affecting. It is argued that, firstly, regulations and policy arrangement should be perfected from three perspectives as diversified investment system, public finance system and the performance evaluation system; secondly, the urban and the rural public resources allocation should be prospectively rationalized in order to solve the worries of rural residents in their consumption ; pushing forward the shift of the growth impetus from supply driven to domestic demand driven, thus stimulate the realization of sustainable economic development with high quality and high efficiency.
