摘　　要：我国正处于城镇化加速时期,亟须地方政府大规模资金投入,然而地方政府城镇化融资面临着现实困境。文章探讨融资困境的根源,并进行了实证检验。论述了市政债券作为有效资金保障具有理论上、现实上、操作上的可行性,指出市政债券应作为地方政府规范融资的突破口,进而提出了完善现行市政债券制度,加强财税体制与金融体制配套改革等方面的政策建议。China is at its acceleration period of urbanization, and massive local government investment is urgently. However, the local governments are facing their dilemma in financing for urbanization. The article discussed the roots of local governments＇ financing dilemma, and empirically proved them. On this basis, the article illustrated the theoretical, practical and operational feasibilities of employing municipal bonds as effective funding guarantee, and pointed that municipal bonds could be taken as a breakthrough for local government financing. The article further proposed suggestions on policies that current municipal bonds system should be improved and supporting reforms of fiscal and taxation and financial system should be strengthened.
