基本养老保险关系跨统筹区域转移接续研究——以农民工为例

摘　　要：在养老保险尚未实现全国统筹的背景下,对于流动性强的劳动者,尤其是农民工面临着基本养老保险关系跨统筹区域转移接续不畅的问题。基本养老保险转移接续中存在的问题,主要由于政府对其法律法规供给和完善重视不足,经办机构主观不作为和客观能力限制导致效率低下等原因。建议政府加快完善基本养老保险转移接续制度建设,设置专属的养老保险经办机构,兼顾双方利益,提高效率。The endowment insurance is still not transferable across the country.Laborers with liquidity especially migrant workers face the problem of transfer and continuation of basic endowment insurance.The main causes of the problem are lack of laws,regulations as well as attention by the government,and low efficiency caused by inaction and inability of agencies.It is suggested that the government speed up construction of transferable system,establish specialized endowment insurance agencies,take into account the interests of both parties and improve efficiency.
