山西省节水灌溉项目监测评价体系研究

摘　　要：山西省世行贷款节水灌溉二期项目以真实节水为理念,采取工程、农艺和管理等综合节水措施,对灌区进行节水改造,同时在项目区开展基于控制蒸腾蒸发量的水权管理试点。针对项目特点,提出适合山西省的节水灌溉项目监测评价体系,以期为后续的农业综合开发项目建设及项目管理提供参考,并对其他行业利用世行贷款项目起到示范作用。2013年度项目监测评价结果表明:MIS数据滞后于实际工程完成量;完成投资主要用于水利建设、农业节水措施和项目管理。The World Bank Loan Project of Water Saving Irrigation Phase II in Shanxi Province is holding the concept of real saving water,a dopting engineering,agriculture and management,etc,water saving measures to transform the irrigation areas with water saving method,at the same time,establishing the transpiration and evaporation of water rights management pilot in the project area. This study,based on the characteristics of the project,proposed a monitoring and evaluation system that suitable for water saving irrigation in Shanxi Province. Subse quently,it would serve as a reference for comprehensive agricultural development and management and a sample application of other World Bank loan projects. Project monitoring and evaluation results of the year 2013 shows that MIS system data lags behind the actual project com pletions and the investment is mainly used in water conservancy construction,agricultural water saving measures and project management.
