摘　　要：为了预测国内油耗法规制定趋势,总结了汽车行业发展过程中面临的环境和能源问题,对美国、欧洲及中国的油耗测试方法、管理方式及法规政策进行了研究对比。结果发现国内汽车行业油耗法规政策相对宽松,后期将逐步严格,预计2020年我国乘用车平均油耗标准将达到5.0 L/100 km,逐步缩小与发达国家的油耗水平差距。In order to predict the rulemaking trend of domestic fuel consumption regulations, this paper summarized environmental and energy issues which the auto industry faces in the development process. Fuel consumption test methods,management modes, regulations and policies in the United States, Europe and China are studied and compared. It turns out that the domestic auto industry fuel consumption regulations and policies are relatively lenient and will gradually be more stringent. It is expected that the average fuel consumption standard of passenger car of our country will reach by 5.0 L/100 km in2020, and the distance of fuel consumption level between developed countries and China will be gradually reduced.
