摘　　要：目的：了解太原市杏花岭区医疗卫生行政处罚案件的发生规律和存在的问题。方法：对太原市杏花岭区2011～2014年的128起医疗卫生行政处罚案件进行回顾性调查分析。结果：128起案件来源以日常卫生监督中发现为主;涉案单位以个体诊所和社区卫生服务机构为主;违法行为以未取得《医疗机构执业许可证》擅自执业、使用非卫生技术人员和医疗废物未分类或未使用专用包装物为主;罚款数额主要集中在1 000～1 999元、2 000～2 999元及3 000～4 999元段。结论：进一步加大医疗卫生行政执法力度,规范医疗卫生行政执法处罚的额度,才能提高行政执法效能和质量。Objectives： To analyze and observe the occurrence regularity and existing problems of health administrative punishment cases in Xinghualing District,Taiyuan City. Methods： A retrospective analysis was made on 128 health administrative penalty cases in the Xinghualing District of Taiyuan City from 2011 to 2014. Results： 128 cases were primarily found in daily health supervision,with the units involved in private clinics and community health service institutions; illegal behaviors were identified,such as not obtaining the medical institutions practicing license ＂ unauthorized practice,health technical personnel and medical waste using unclassified or special packages. The amount of fines were mainly concentrated in 1 000 RMB ～ 1 999 RMB,2 000 RMB ～ 2 999 RMB,and 3 000 RMB ～ 4 999 RMB. Conclusions： According to the results of the analysis,we can further strengthen the enforcement of health administrative law,and regulate the amount of administrative law enforcement punishment,and improve the efficiency and quality of administrative law enforcement.
