摘　　要：行政道歉是指行政主体及其工作人员基于行政权的行使或者其他影响行政主体良好形象的违法或者不当行为而向社会公众或者特定行政相对人表达歉意的行政责任承担方式。不同类型的行政道歉,其特点、适用条件和操作要求亦不同。根据致歉对象、致歉因素、致歉动机、致歉启动、致歉形式、致歉规范、致歉关系、致歉场合的不同,可以将行政道歉分为特定型和普通型行政道歉、职务型和个人型行政道歉、内因型和外因型行政道歉、主动型和被动型行政道歉、书面型和口头型行政道歉、法定型和自定型行政道歉、内部型和外部型行政道歉、公开型和私密型行政道歉。Administrative apology is a way of administrative accountability which administrative institution and its staff apologize to the public or certain administrative counterpart based on the exercise of executive power,or other illegal or improper acts. Different types of administrative apology have different characteristics,application conditions and operating requirements. Analyzed from the apology object,apology factor,apology motivation,apology initiative,apology way,apology norm,apology relation and apology occasion,there are specific and general,responsible and personal,endopathic and exogenetic,active and passive,written and oral,legal and self-determining,internal and external,public and private administrative apology.
