摘　　要：随着数字化图书馆发展步伐加快,实现特殊读者的阅读权利最大化是省级公共图书馆的重要使命.本文认为社会弱势群体是公共图书馆的特殊读者,实施特殊性的多样化服务方针意义重大.通过黑龙江省图书馆为这类读者服务的多年工作实践,论证特殊定位是深化服务层次,传播人文精神、优化公共图书馆功能的重要途径.With the rapid development of digital libraries, the maximized realization of special readers＇ reading rights is one of the important missions for provincial libraries. The disadvantaged group is the special readers of public libraries and the special varied service is meaningful for them. Based on the special service experiences of Heilongjiang Provincial Library, it＇ s proved that special position is one of the important routes for deepening service levels, spreading human spirit and optimizing public libraries＇ functions.
