对完善我国储备粮监督管理机制的立法建议

摘　　要：目前我国已经建立起以中央储备粮垂直管理制度为核心,以地方储备分级管理为辅的粮食储备管理制度,并制定了一系列法律法规和条例。但在具体实施的过程中,仍然存在一些问题。针对我国粮食储备立法现状提出实证方案,在储备粮的决策权、中国储备粮管理总公司的法律定位、中央储备粮的轮换制度、储备粮补贴政策和粮食信息管理制度等五方面给出了具体的立法建议。At present,a grain reserves management system has been established in China with a central grain vertical management system as the core supplemented by the classification management system of local re-serves,and a series of laws and regulations have been formulated.But there are still some problems in the course of implementation.According to the current legislation of China＆#39;s grain reserves,this paper puts forward some specific legal provisions in five respects：the decision -making right for grain reserves,the legal orienta-tion of SINOGRAIN,the rotation system of Central grain reserves,the subsidy policy of grain reserves and grain information management system.
