摘　　要：中国人民政治协商会议是具有中国特色的爱国统一战线组织,在中国共产党领导下发挥着政治协商、民主监督和参政议政的重要作用。这也是人民政协发挥智库功能、进行咨询决策的依据。人民政协智库功能与人民政协独特的地位、组织形式密切相关,使人民政协在进行政府决策专家咨询过程中,与其他决策咨询机构相比,具备独特的优势,同时人民政协智库功能发挥也有着现实的限度。完善人民政协智库功能发挥的法律依据、制度建设,加强人民政协自身建设,提高决策咨询水平,是人民政协智库功能更好发挥的现实路径选择。Chinese People＇s Political Consultative Conference （CPPCC） is a patriotic united front with Chinese characteristics. Led by the Chinese Communist Party, it plays an important role in political consultation,democratic supervision and political participation, which is the basis of CPPCC acting as the think tank and making decisions. Think tank oriented function of CPPCC, due to the advantages of the exclusive status and organizational form,has the absolute superiority in the process of consultation from the experts of government policy-making, comparing with the other policy-making consulting organizations. Meanwhile, its function to serve has the realistic limitation. Improving the legal basis and system construction, reinforcing the self-building, elevating the level of policy-making consulting are the practical choices for think tank oriented function of CPPCC to bring its ability into full play.
