基于行业比较的PPP模式探究

摘　　要：当前,我国政府正在积极探索通过引入私人资本的政府与社会资本合作模式(PPP)建设基础设施、购买公共服务。财政部指出"推广运用PPP模式将是2015年的一项重要工作"。然而,由于行业之间存在着差异,不同行业运用PPP模式的形式可能会有所不同。从文献角度,梳理国内外有关行业中PPP模式运用情况的研究,以交通、医疗、供水这三大行业为例,深入分析PPP模式在不同行业中的运用情况。基于行业基础设施特征,指出传统模式下由公共部门建设基础设施、提供公共服务时存在的弊端,由此对比得出采用PPP模式的优势,并比较、探究各行业采用PPP模式的形式、所出现的问题以及可行的解决方案,为公共部门决策提供参考。Currently,our government is actively exploring the construction of infrastructure and the purchase of public services through Public-Private Partnership（PPP）mode in which private capital can be injected to.The Ministry of Finance pointed out that＂promote the use of PPP mode is an important work in 2015＂.However,the forms of PPP mode may differ in different areas because of the difference between industries.Through reviewing the relevant industry research on the PPP,taking transportation industry,medical industry and water supply industry for example,making a deep analysis of the performance of PPP mode in specialized occupations,we explore and compare the weakness of traditional mode,the advantages of PPP mode,the forms of the operation of PPP in different areas as well as problems,possible solutions based on industry characteristics,offering some references to the public sector.
