财政支持、推广行为与农技员指导稻农有效性传递研究——来自江西、浙江、安徽3省的调查

摘　　要：以水稻技术推广为例,从微观层面探究公共财政支持、基层农技员推广行为以及其指导稻农有效性之间的影响。首先运用因子分析法对基层农技员推广行为进行综合评价,其次先后运用一般回归、分位数回归模型对农技员指导农户水稻生产有效性进行实证研究。研究表明:基层农技员推广行为对水稻生产总收入弹性影响显著,地区差异也是正向影响稻农生产总收入的显著性因素;公共财政支持对基层农技员指导农户功能发挥具有较大影响。This article takes rice technique popularizing for a case study,aiming to explore how the promotion behaviors of the agricultural technicians and the financial support influence the agricultural technique guidance for different levels of farmers and the agricultural technicians based on the micro perspective. First,factor analysis was conducted for a comprehensive evaluation of the promotion behaviors. Then the general regression empirical model and empirical quintile regression model were adopted to evaluate the effectiveness of the agricultural technique guidance. The research shows that the promotion behaviors have a big influence on the rice per-mu yield elastic. It also shows that regional difference is a significant factor influencing farmer＇s per-mu yield and that public finance has great impact on the agricultural technique guidance made by agricultural technicians at the basic level.
