摘　　要：农业政策转型的普遍规律是逐渐走向农业福利国家。运用现代化—趋同理论,认为自工业化以来,成功地实现了经济现代化的国家农业政策,普遍经历了从农业推动到农产品价格支持、再到对农业生产者进行直接财政补贴的演进过程。The rise of agricultural welfare state reflects the widespread principle of agricultural policy transition all over the world.This paper employs the modernization convergence theory to propose three stage in the rise of agricultural welfare state. We argue that since the evolution of industrialization,the agricultural policy in modern countries had universally transited from the agricultural promotion policy to price support policy and ultimately the agricultural subsidy policy.
