湖南省两型可持续发展实验区绩效评价研究——以湖南省13市州为例

摘　　要：构建湖南省两型可持续发展绩效综合评价指标体系,搜集相关数据运用AHP法测算该综合指数,结合湖南省各地区主体功能区定位,对湖南两型可持续发展绩效进行综合评价分析。研究表明湖南省两型可持续发展综合评价值基本呈"一点三区"的整体格局,各市州两型可持续发展指数存在"东高西低"的差异;2003至2012年湖南两型可持续发展水平保持了适度增长的态势,其中科技创新力和资源节约增长最快,在减排、治污环保投入上离目标值差距比较大,在经济发展水平上仍远低于沿海发达地区的水平。The paper constructs the evaluation index system of resource-conserving and environment-friendly sustainability performance,and gathers some relevant data to estimate the composite index by using AHP method,which combined with the main functional areas location regions of Hunan Province,and the performance evaluation of Hunan Province＇s resource-conserving and environment-friendly sustainability has been made. The researches show that： the evaluation value shows ＂ one point-three area＂ in overall pattern and the indexes of each city exist difference which is higher in east area while lower in west area. From 2003 to 2012,Hunan＇s resource-conserving and environment-friendly sustainable development keeps in a moderate growth level,in which technological innovation and resource conservation grow fastest,but pollutant abatement and environmental protection are still far away from the target,and its economic development level is still below the well-developed coastal regions.
