摘　　要：影响德国和平统一进程的区域因素不仅是欧共体这一行为体,更是以欧共体为基点的欧洲治理结构。欧洲治理结构包括自结构、内结构和外结构三个方面。在德国统一问题中,欧洲治理自结构表现为:欧共体成员同质性、欧共体制度紧密化;欧洲治理内结构体现为:欧共体是推动东西德国和解的重要区域平台,区域大国法国是欧共体的创始国与主导国;欧洲治理外结构呈现为:欧共体隶属的美西阵营相对于苏东阵营在西欧拥有权力优势,美国在西欧的多边主义外交政策加强了欧共体的效力。欧洲治理结构属于"强区域治理结构-强国家"互动类型,在很大程度上影响着德国和平统一进程。区域治理结构与国家统一的研究,对探讨中国统一问题具有重要的启示意义。The author believes that the regional factors contributing to Germany's peaceful reunification not only lie in the 'actor orientation' of the European Community(EC),but in the 'structure orientation' of the European governance structure,a system of self-structure,internal structure and external structure.In the process of Germany' s reunification,the self-structure of the European governance is embodied in the homogeneity of the EC members and the formal institutionalization of the EC.Its internal structure is illustrated principally by the leading role France played in the EC as one of the founding members.As to the external structure,the West bloc which the EC belonged to was in an advantageous position compared with the East headed by the Soviet Union and the multilateral diplomacy conducted by the US in Western Europe enhanced the efficiency of the EC.It can be concluded that as an interactive model of the 'strong regional governance structure-strong state',the European governance structure had significantly affected Germany's peaceful reunification.It will have some implications for us to study China's reunification.
